BCEA Regulations on Hazardous Work by under 18's

The Minister of Labour recently published Regulations on Hazardous Work by Children in South Africa in terms of Government Gazette 32862. The Regulations took effect from the 7th of February 2010. In terms of the Basic Conditions of Employment Act (BCEA) and the Main Agreement, an employer may only employ a person of 15 years and older. The Regulations define a “child” as a person under the age of 18, and therefore, whilst it is still legal to employ people of 15 years and older, the new Regulations will apply in respect of any employee between the ages of 15 and 18.

HIV/AIDS in South Africa - The good news

One of the main issues that the present government has had to make clear is its stance and action plan on HIV/AIDS. The Mbeki era’s image was marred by scepticism with regard to HIV/AIDS and outright denial of its very existence. The severity of its morbidity and mortality rate were seriously underestimated. While HIV/AIDS policies seemed good on paper, public statements by the then President Thabo Mbeki and his Health Minister Dr Manto Shabalala-Msimang reflected ignorance regarding the epidemiology of the disease.
